" Russia has a full agenda for Africa in
2019. Among the measures planned by Sergey Lavrov and Mikhail Bogdanov,
respectively Vladimir Putin's foreign minister and his ‘Mr Africa', is the
creation of a visa scheme for African students wanting to study in Russia.
According to our sources, Moscow would like to triple the number of African
students on its soil by 2020. To achieve this figure, the Kremlin is relying on
the global network of African graduates of Russian and Soviet universities,
which has already helped organise a Russia-Africa forum held in Moscow on 21
October and attended by numerous African delegations. Another key player that
Moscow will solicit in the coming months is the African Business Initiative
(ABI), an association of African entrepreneurs who will be helping to organise
a Russia-Africa economic forum in the first quarter of 2019. The Kremlin also
has an inter-parliamentary forum in the pipeline. All these measures will pave
the way for the Russia-Africa summit that Vladimir Putin has planned for the
second quarter and to which an array of heads of state will be invited."
